For a single agency looking for a better way to track client data and large coalitions uniting a community alike, ServicePoint™ provides everything you need in one package. Record detailed client profiles, assessments, referrals, historical information, and outcome measurements. Generate reports for HUD and others.

Whatever your situation, ServicePoint provides an easy to use information management system with features, security, and control.

The Maricopa HMIS Project uses the following ServicePoint modules:

ClientPoint:
ClientPoint allows users to enter, edit, view, or print client information. Additionally, ClientPoint offers sophisticated features such as building and tracking family relationships, restricting client records, and conducting case management.
ServicePoint:
Record needs and services provided, make referrals, and view client history.
ShelterPoint:
View shelter availability, check clients in and out, and refer or make a reservation for clients to shelters.
ResourcePoint:
Add, edit, classify, locate agency and program data, and service data, including city, state, county, zip code, or keyword search options. Print agency location maps. Publish your resource database to a publicly accessible web site or printed directory.
Eligibility:
Allows users to match clients with social service organizations capable of meeting their needs.
ActivityPoint:
Developed to allow you to schedule and manage day-to-day events and activities; i.e. community educational sessions, group sessions, etc.
News:
Community-wide and Agency/Program-specific news items.
ReportWriter:
Generate custom, on-demand reports based on ServicePoint's industry leading security model, or use pre-designed reports such as HUD Annual Report.
Advanced Reporting Tool (ART):
View reports created by adhoc users such as the Project Team staff or other agencies with an adhoc license. Custom reports including the City of Phoenix monthly report and over 50 data quality reports have been created in ART. More funder reports will be added and available to agencies as they are created by the Project Team.
Administration:
Maintain users, customize defaults, build data sharing user groups, and generate custom intake forms.

Client Record Confidentiality

If you wish to use ServicePoint™ for your coalition or community, some agencies may need to restrict certain client records. ServicePoint™ provides an effective way to restrict access to records while sharing statistics amongst. To achieve this, users can, either by default or selection, choose to input a "restricted" record. This means that the complete record can be seen by only the user and/or agency who input the record. With this in mind, agencies can use this system as their primary client database, knowing that their records will be protected.

System Security

In addition to confidentiality, ServicePoint™ deploys the most powerful system security available. Using 128-bit encryption, user authentication, and user access levels, ServicePoint™ ensures that your data will be protected from intrusion. And because ServicePoint™ can be hosted on Bowman Systems' secured network, it provides a more cost-effective way to manage data than the infrastructure costs of a wide-area network.

Additionally, Bowman Systems provides digital certificate solutions (PKI), connectivity solutions, LAN/WAN support to ensure ServicePoint™ runs in your preferred environment. In 2006, Maricopa HMIS Project implement Bowman Systems' PKI.

Community Information & Referral

Community Information & Referral (CIR) was founded in 1964 and incorporated as a private, nonprofit 501(c)(3) organization in 1979. CIR is a vital link between people who need help and the social service organizations ready to provide that help. Services provided by CIR include a free, confidential telephone Helpline which is available 24 hours a day; a computerized database of over 2800 agencies including government and private nonprofit organizations, self-help support groups, civic clubs, professional associations, and many more services. CIR publishes the Directories of Human Services & Self-Help Support Groups, and is a co-founder of >AzTeC (Arizona Telecommunication Community) Computing, a Free-Net providing free, text-based internet access. Also, as a founding member of the Alliance of Information & Referral Systems (AIRS), an international professional organization with over 900 members throughout the United States and Canada, CIR is taking the lead in providing information to those in need in as many ways as possible. CIR's information and referral services and many of its special programs (Flu/Pneumonia Immunizations, Income Tax Assistance, various holiday activity calendars) cover all of Arizona.

In 2001, CIR volunteered to serve as the information link for the homeless providers located in the Maricopa County geographic area. Through the Maricopa Regional Continuum of Care, CIR submitted a successful application to the U.S. Department of Housing and Urban Development (HUD) to receive a grant to implement an “off-the-shelf” Homeless Management Information System (HMIS) software that will allow communication among and reporting from all of the homeless provider agencies in the Maricopa geographic area. CIR participated in a planning process with the Maricopa Association of Governments, the Continuum of Care on Homelessness, homeless providers, and state, county, and city governments to identify the community's requirements for this system and to procure a software vendor.

CIR will have overall responsibility, along with the Project Team, for the HMIS Project.

Project Governance

CIR has established two Project Governance organizations: a HMIS Advisory Board and a HMIS User Group.

The purpose of the HMIS Advisory Board is:

  • Provide input on overall project development, implementation, and evaluation
  • Provide input and approval on high-level operational and policy issues
  • Resolve issues raised by CIR, the User Group, and the Continnum
  • Provide support for project funding
  • Participate in evaluation
  • Oversight reporting of data issues
  • Communication link between HMIS and Continuum of Care planning and with funders
  • Opportunity for interface with statewide Continuum issues
  • Other identified issues by Board
The composition of the board includes representatives from provider gencies, State of Arizona, Maricopa County, City of Phoenix, foundations, United Way, private sector, and CIR. The membership includes as of January, 2009:

As of 2009, the Advisory Board is scheduled to meet once every 3 months.

The purpose of the HMIS User Group is to:

  • Assist CIR and the Project Team with detail policy and procedure development, system usage, etc.
  • Review and comment on provider use of the HMIS -- provide the "provider perspective"
  • Resolve issues raised by CIR, the Advisory Board, and the Continuum of Care
  • Participate in the evaluation of the program's success
  • Resolve other identified issues by the User Group, Advisory Board, Continuum of Care, and CIR and the Project Team

The HMIS User Group is composed of at least one representative from the following groups: provider agencies, state, city, county, and CIR. A list of the User Group membership is available on the secure portion of the Maricopa HMIS website.
